NOTICE OF INTENT TO APPROVE THE MODIFICATION OF SOURCE P-31 DRY DOCK PAINTING OPERATION, INCREASES OF HAP LIMIT FROM SHIP BUILDING OPERATION, AND REDUCE THE HAP EMISSION LIMIT FROM THE SOURCES IN BUILDING 763 AT AKER PHILADELPHIA SHIPYARD INC

Aker Philadelphia Shipyard Inc, has submitted a plan approval application to modify source P-31 dry dock painting operation by relocating a portion of the production that currently occurs within the dry dock to an area adjacent to the existing dry docks which consist of a wind screen on three (3) sides to protect the area from wind, and a temporary roof to protect the area from rain. The facility also requests an increases of HAP limit from ship building operation from 50.4 tons to 72.1 tons per rolling twelve month period due to a change in coating formulation as required by International Maritime organization's Performance Standard for Protective Coating (PSPC), and reduce the HAP emission limit from the sources in building 763 from 24.5 tons per twelve month rolling period to 2.8 tons per rolling twelve month period for combined HAPs or any singular HAP calculated monthly.
These changes are a modification of Group 03, Painting operations under the facility's Title V operating permit.
There will be no change in the shipbuilding VOC emission limit and no changes in equipment or operations associated with this request.
The plan approval will contain operating, monitoring, recordkeeping, and reporting requirements to ensure operation within all applicable requirements. The sources are described in the applicant's plan approval application (14218) and subsequent submissions.
