COMPETITIVE CONTRACTING
Notice is hereby given that sealed proposals ("Proposal") will be received by THE CITY OF CAMDEN from qualified Proposers for the following:
RFP #15-06
911 EMERGENCY DISPATCH SERVICES
This proposal is being solicited through a fair and open process in accordance with the N.J.S.A. 19:44a-20.5 et seq.
The Purchasing Agent is hereby authorized to receive Proposals on Thursday, May 28, 2015 at 2:00 p.m. in the City Council Chambers, Second Floor, City Hall, Sixth and Market Streets, Camden, New Jersey, at which time and place proposal will be opened and read publicly.
Proposals will not be accepted after the time specified for submission. Proposals received after the hour appointed will be deemed invalid and returned unopened to sender.
Sealed bids intended for the Purchasing Agent prior to the designated time of public opening must be delivered to the Office of the City Clerk, 520 Market Street, City Hall Room 105, Camden, New Jersey 08101.
Specifications ("Specifications") and proposal documents for the Proposal may be obtained in the Office of the Purchasing Agent, Room 213, City Hall, Sixth and Market Streets, Camden, New Jersey during normal working hours.
Proposals shall be made on the standard proposal forms and be enclosed in a sealed envelope addressed to the Purchasing Agent at the above address. The name of the enclosed item(s) MUST be printed on the face of the envelope. Proposals shall be rejected if not submitted within time, date, and place designated.
As further detailed below, the submitting person/entity ("Proposer") must be qualified and experienced to conduct the services in the Proposal. Proposers not providing written proof of required qualifications and experience will be disqualified.
Proposers must comply with regulations of the "N.J. Local Public Contracts Law", Affirmative Action regulations N.J.S.A.10:5-31 et seq. (P.L. 1975, c.127), N.J.A.C. 17:27, and the New Jersey Prevailing Wage Act 12:60-1 et seq. (P.l. 1963, Chapter 150).
In accordance with the local Public Contracts Law (N.J.S.A. 40A:11-23.2) a New Jersey Business Registration Certificate (BRC) should be submitted with the bid documents. However, the law allows the BRC to be filed any time prior to award of the contract ("Contract") but the Proposer had to have obtained the BRC PRIOR to receipt of bids. The City of Camden strongly recommends submission of the BRC with a Proposer's bid documents.
The City of Camden reserves the right to accept or reject any and all proposals for the above listed service in whole and/or part and may waive informalities that the City may, in its sole discretion, deem to be in the City's best interest.
